The U.S. military often carries out flights over international waters. Military officials said pilots fly in neutral airspace and in accordance with international law. Russia has been responding more aggressively to the exercises in recent months.

In June, Moscow warned U.S. drone flights over the Black Sea could lead to a “direct” military clash. Russian officials also accused the U.S. of using the drones to help Ukraine in the Russian-annexed Crimean Peninsula.
