Kremlin spokesman Dmitry Peskov said on Monday, Aug. 4, that Russian President Vladimir Putin remains open to direct talks on ending the war in Ukraine only after necessary preconditions have been met and after general peace terms have been agreed to. Ukraine and Russia remain far apart on the core components of any such agreement, especially regarding the return of Russian-occupied Ukrainian lands to Ukraine and Ukraine’s long-term security guarantees, including its aspirations to join NATO.
Trump’s ultimatum
U.S. President Donald Trump says he has given Russia an ultimatum to reach a peace deal, threatening an expansion of sanctions against Russia if Putin fails to negotiate a deal. Trump’s envoy, Steve Witkoff, is expected to travel to Russia as the deadline for that ultimatum approaches.

The ultimatum proposed by Trump requires only a temporary ceasefire, rather than any permanent resolution to the ongoing points of contention between Russia and Ukraine.
Ceasefire concerns
Putin has consistently rejected straightforward, unconditional ceasefire offers. The Russian leader continues to demand sweeping territorial concessions from Ukraine in exchange for only a temporary pause in the fighting.
Ukraine’s allies have also expressed concerns about a ceasefire, warning that it might grant Russia an opportunity to reposition its forces for future attacks against Ukraine.
Putin himself stated that those hoping for a quick and easy peace in Ukraine have “inflated expectations” of the conflict’s resolution.
Ukrainian President Volodymyr Zelenskyy has nonetheless continued to submit proposals to Moscow to negotiate towards a lasting peace without the sweeping concessions that Putin says he requires.
In March, Ukraine agreed to the terms of a U.S.-backed ceasefire. Russia rejected that proposal.
What’s next?
It’s unclear what — if any — sanctions or consequences Russia might face should Russia fail to advance towards a ceasefire by the end of Trump’s ultimatum. Potential consequences could include increased military support to Ukraine or expanded sanctions against Russia or Russia’s trading partners.
Putin’s demands for a permanent end to the war remain far removed from what Ukraine says it will consider.
