The proposal specifically addresses artificial insemination and has generated strong reactions, particularly regarding the removal of the word “mother.”

The Republican Governors Association quickly denounced the proposal. The group called it an attempt to push a progressive agenda on Wisconsin.

Speaker of the Wisconsin State Assembly Robin Vos, R-Rochester, also criticized the move. He said it had turned the state into a “national embarrassment.”

Elon Musk, CEO of Tesla and SpaceX, weighed in on the controversy. Musk posted on X, saying, “Hi Mom, I mean inseminated person. This is crazy.”

Gov. Evers explains decision

Despite the backlash, Gov. Evers stands by his decision. He argues that the changes are aimed at making state law more inclusive and reflective of all families.

“What the Republicans say is a lie, so I am pretty PO’ed about that,” Evers said, addressing the criticism. “All this does, it gives people a chance that are using IVF, which I think Republicans are kind of okay with.”

Evers explained the proposed changes would only apply to situations involving artificial insemination, ensuring state law is more representative of diverse family structures. He also suggested the possibility of introducing a stand-alone bill to clarify the proposal and address misconceptions raised by opponents.

Future of proposal

Evers’ budget proposal is now under review in the state Senate and its passage is uncertain. The proposal conflicts with President Donald Trump’s executive order against gender ideology. Trump’s directive, which recognizes only two sexes, male and female, could complicate efforts to pass the budget as currently written.

WISCONSIN GOVERNOR TONY EVERS IS STANDING BY HIS DECISION TO MAKE LANGUAGE MORE INCLUSIVE IN STATE LAW, DEFENDING A MOVE THAT’S DRAWING CRITICISM.

HE’S INCLUDED A SECTION IN HIS BUDGET CHANGING COMMON TERMS, LIKE REPLACING “MOTHER” WITH “INSEMINATED PERSON.”

(Evers: “Moms are moms and dads are dads and what we want is legal certainty that we’re able to have that moms are able to get the care they need, that’s it end of story.”)

STRAIGHT ARROW NEWS REPORTED THIS WEEK EVERS PROPOSED THE LANGUAGE CHANGE IN HIS BUDGET FOR THE 2025-2027 PERIOD.

IN WISCONSIN STATUTES, REFERENCES OF MOTHER AND FATHER WOULD SWITCH TO PERSON OR SPOUSE.

BUT THE BACKLASH CENTERS AROUND CROSSING OUT THE WORD MOTHER..IN A PORTION OF THE BUDGET DISCUSSING ARTIFICIAL INSEMINATION.

THE REPUBLICAN GOVERNORS ASSOCIATION QUICKLY FIRED BACK, SLAMMING THE PROPOSAL AS A “WOKE” MOVE TO PUSH A SOCIAL AGENDA ON WISCONSIN.

THE WISCONSIN ASSEMBLY LEADER ALSO WEIGHED IN, SAYING EVERS HAS TURNED THE STATE INTO A NATIONAL EMBARRASSMENT.

ELON MUSK TOOK TO HIS PLATFORM X, WRITING “HI MOM, I MEAN INSEMINATED PERSON. THIS IS CRAZY.”

THE DEMOCRATIC GOVERNOR SAYS REPUBLICANS ARE TRYING TO SHIFT THE FOCUS WHILE THE PARTY IS UNDER ATTACK.

(Evers: “What the Republicans say is a lie, so I am pretty POed (pissed off) about that. All this does it gives people a chance that are using IVF which I think, I think Republicans are kind of ok with that.”)

EVERS SAYS ITS ABOUT ENSURING STATE LAW IS REPRESENTATIVE TO EVERY FAMILY WITHIN THE STATE AND THAT CHANGES ONLY APPLY TO IVF.

HE ALSO FLOATED THE IDEA OF INTRODUCING A STAND ALONE BILL TO AVOID LIES FROM OPPOSERS.

EVERS’ BUDGET PROPOSAL IS NOW UNDER REVIEW IN THE STATE SENATE, AND IT’S UNCLEAR WHETHER IT WILL PASS—PARTICULARLY GIVEN ITS CONFLICT WITH PRESIDENT TRUMP’S EXECUTIVE ORDER AGAINST GENDER IDEOLOGY.

TRUMP’S DIRECTIVE RECOGNIZES ONLY TWO SEXES: MALE AND FEMALE.
