Poland warned Russia’s Vladimir Putin on Tuesday against traveling through its airspace for a summit in Hungary with U.S. President Donald Trump, and indicated that it might attempt to execute an arrest warrant against Putin if he attempted to do so. Bulgaria offered Putin the use of its airspace for travel to and from the summit as an alternative, according to Reuters.
All European Union member states are also members of the International Criminal Court (ICC), which has an arrest warrant out for Putin. Hungary, however, is in the process of exiting the jurisdiction of the ICC, and has offered to host the summit.

Bulgaria’s offer was a rare exception made on the condition that some meaningful progress be achieved towards peace in Ukraine and an end to the war.
The summit itself has been postponed at least temporarily following Russia’s rejection of an immediate ceasefire.
