Rep. Randy Fine, R-Fla., said he plans to introduce a bill empowering victims and their families to sue judges who release violent repeat offenders if those offenders later commit a crime against themselves or their loved ones. Fine shared his proposal on Fox Business, where he compared it to existing laws that hold bartenders accountable for serving too many drinks to patrons who are already too drunk.
The proposal follows the tragic murder of Iryna Zarutska, a Ukrainian refugee who fled to the United States but was stabbed and killed on a train in Charlotte, North Carolina, on Friday, Aug. 22, by Decarlos Brown Jr. Fine referenced that homicide in his arguments.

Brown has a record of at least 14 prior criminal cases, including assault, larceny and armed robbery. U.S. Attorney General Pam Bondi called him a “repeat violent offender with a history of violent crime.”
