Texas Governor Greg Abbott posted on X on Nov. 3, saying that he would “impose a 100% tariff on anyone moving to Texas from NYC,” referring to New York City. Tariffs are fees imposed on imported or exported goods, not people, and it was not immediately clear what Abbott meant by his post, or if it was instead intended as a joke.
Moreover, the power to levy tariffs rests with the U.S. Congress, not with state legislatures or state governors. States are prohibited from imposing tariffs on other states.

Abbott’s comments were seen as a response to the projected victory of New York City mayoral candidate Zohran Mamdani. Recent polling showed Mamdani ahead with 43% of the vote, followed by Cuomo with 33%, according to NewsNation.
Mamdani was declared the winner of that race on Nov. 4, winning just over 50% of the vote, and will likely now serve as New York City’s next mayor.
