Top French court rules major porn sites must check users’ ages

On July 15, 2025, France’s Council of State annulled a lower court’s suspension, reinstating age verification for Pornhub, YouPorn and RedTube. A 2024 French law mandated age checks for EU-based porn sites, but a Paris administrative tribunal suspended the March decree in June.

Pornhub, YouPorn and RedTube disabled access in early June to protest the mandate, while Arcom reported over half of boys aged 12 and older visit those sites monthly. The French government said the Council of State’s decision restores legal enforcement of age verification for adult sites, aligning with the EU’s proposed guidelines, wrote Clara Chappaz on X.

The EU Commission will roll out customized age-verification apps in five countries within months, and the Council’s ruling leaves a pending CJEU preliminary assessment on EU law compatibility.
