President Donald Trump signed a memo yesterday directing Attorney General Pam Bondi to investigate whether funds from federal grants “are being illegally used to support lobbying activities” and to take “appropriate action” if any such activities are found. Without citing any examples, the memo suggested that some federal grants were serving as “slush funds for political and legislative advocacy.”

The memo claimed that public money has been spent on “grants with highly political overtones” that are not permitted under federal laws, and that some grant recipients have used that funding for political purposes, including lobbying.
