Virginia expands use of AI to cut red tape under Youngkin order

Gov. Glenn Youngkin, R-Va., signed an executive order on July 11 to use AI for scanning and simplifying Virginia’s state regulations. This initiative builds on a 2022 target that agencies reduce regulatory burdens by 25%, which they have surpassed by cutting 26.8% of requirements and 47.9% of guidance text.

The AI tools will scan regulatory documents issued by executive agencies to identify outdated, duplicate, or complex rules for removal or simplification. George Mason University launched the PatriotAI platform in June, offering university-managed AI tools for research, document analysis, course design, and advising while preserving privacy safeguards.

The Youngkin administration describes these AI-driven regulatory steps as part of modernizing government and a model for other states and agencies seeking clearer, manageable rules.
