GOVERNOR GAVIN NEWSOM RECENTLY SIGNED A CONTROVERSIAL BILL GRANTING IN-STATE TUITION RATES FOR SOME COMMUNITY COLLEGES TO LOW-INCOME MEXICAN RESIDENTS LIVING NEAR THE SOUTHERN BORDER.
THE 5-YEAR PILOT PROGRAM ALLOWS STUDENTS LIVING IN MEXICO TO PAY IN-STATE TUITION IN SAN DIEGO AND IMPERIAL VALLEY COUNTIES – SAVING THOUSANDS ON HIGHER EDUCATION.
THIS COMES AS CALIFORNIANS HAVE AN ESTIMATED 1-HUNDRED-50 BILLION DOLLARS IN STUDENT DEBT.
MAYOR BILL WELLS – FROM THE BORDER TOWN EL CAJON – TOLD FOX NEWS HE STRONGLY CRITICIZED THE PROPOSED LEGISLATION. AND CHARACTERIZED IT AS A “SLIPPERY SLOPE” THAT PLACES A FINANCIAL BURDEN ON TAXPAYERS.

THE AVERAGE CALIFORNIA COMMUNITY COLLEGE TUITION IS 12-hundred FOR IN-STATE STUDENTS AND 66-hundred FOR OUT-OF-STATE STUDENTS.
EACH CAMPUS IS LIMITED TO 150 PARTICIPANTS. STUDENTS WILL HAVE TO BE U.S. OR MEXICAN CITIZENS WITH A VISA AND LIVE WITHIN 45 MILES SOUTH OF THE BORDER.
ROUGHLY 7,000 STUDENTS CROSS THE SAN DIEGO-TIJUANA BORDER EVERY DAY.
THE BILL’S AUTHOR – ASSEMBLY MEMBER DAVID ALVAREZ SAID IN A STATEMENT –
“THIS PILOT PROGRAM CAN UNLOCK A SIGNIFICANT UNTAPPED RESOURCE TO PREPARE A MORE DIVERSE POPULATION AMONG OUR WORKFORCE.”
THE CALIFORNIA BILL MIRRORS A DECADES-OLD TEXAS LAW, ENABLING NEARBY STUDENTS TO WAIVE NONRESIDENT TUITION. THE CALIFORNIA PILOT PROGRAM WILL END IN 20-29.
