DRUGS, BIKES, ROCKS AND BACKPACKS, WHAT DO THEY ALL HAVE IN COMMON?
THESE ARE JUST A FEW OF THE ITEMS SEIZED, STORED AND PUT AWAY IN THE HOUSTON POLICE DEPARTMENT’S PROPERTY ROOM
BUT AFTER DECADES OF COLLECTING, THE CHIEF SAYS THERE’S SIMPLY TOO MUCH EVIDENCE AND NOT ENOUGH SPACE.
NOW THE CITY OF HOUSTON AND DISTRICT ATTORNEY’S OFFICE ARE TEAMING UP TO DESTROY OUTDATED EVIDENCE.
THERE ARE MORE THAN ONE POINT TWO MILLION PIECES OF EVIDENCE SPREAD ACROSS TWO DOWNTOWN LOCATIONS–SOME FROM CASES DATING BACK TO THE 1940’S.
MAYOR JOHN WHITMIRE SAYS SOME OF WHAT’S PILED UP ON THE SHELVES IS DRAWING IN RODENTS.
(“We got 400,000 pounds of marijuana in storage that the rats are the only ones enjoying it.”)
ONE CASE WAS COMPROMISED BY RATS BREACHING INTO EVIDENCE . BRINGING TO LIGHT THE URGENT NEED TO IMPROVE CONDITIONS IN THE PROPERTY ROOM.
(“This is a problem for property rooms everywhere in the country, rodents, bugs, fungus all kinds of things love drugs.” )
SO MUCH SO THAT HOUSTON PROSECUTORS HAVE NOTIFIED DEFENSE ATTORNEYS ON MORE THAN THREE THOUSAND CRIMINAL CASES THAT RATS GOT INTO THE EVIDENCE.
OFFICIALS SAY A PREVIOUS POLICY PREVENTED POLICE OFFICERS FROM DESTROYING NARCOTICS BEFORE 2005 REGARDLESS OF THE CASES STATUS, BUT THE D-A’S OFFICE HAS SHORTENED THAT WINDOWN BY 10 YEARS.
(“So much evidence is kept and stored that is no longer needed that has no impact on the resolution of that charge, that conviction or even that innocence.” )
THE MAYOR SAYS AS THE FACILITY SHRINKS, MORE OFFICERS CAN RETURN TO PATROLING THE STREETS.
THE DEPARTMENT PLANS TO CONTINUE TO TRACK AND RECORD EVIDENCE PERMANENTLY.
MAYOR WHITMIRE SAYS HOUSTON’S POLICE DEPARTMENT IS JUST THE START, OTHER LAW ENFORCEMENT AGENCIES STRUGGLING WITH THEIR PROPERTY ROOMS WILL SOON UNDERGO SIMILAR CHANGES.
THE DEPARTMENT WILL ONLY DESTROY EVIDENCE DEEMED UNNECESSARY… AN EFFORT HOUSTON’S POLICE CHIEF SAYS COULD COST MILLIONS.
