CHUBAIS HAD BEEN SERVING AS THE KREMLIN’S SPECIAL ENVOY TO INTERNATIONAL ORGANIZATIONS.
IN RECENT YEARS — HE’D BECOME KNOWN AS ONE OF THE FEW REMAINING LIBERALS WITHIN THE RUSSIAN GOVERNMENT.
