Stamp prices are rising while some Postal Service delivery times will slow

The United States Postal Service has started implementing a new 10-year plan in the name of controlling costs. Parts of that plan will make it slightly more expensive to mail birthday cards and packages, and mailers can expect slower delivery for select mail types come October 1.
