EPA warns more than 1,000 employees could be fired amid Trump cutbacks


  • More than 1,000 EPA staff members received an email that said they could be terminated. Those staffers are working on Biden-era projects.
  • The email was reportedly sent during President Donald Trump’s second week back in office.
  • The American Federation of Government Employees president said “American people will really suffer” if the cuts happen.

Hundreds of Environmental Protection Agency (EPA) jobs are reportedly on the chopping block, as the Trump administration warned employees working on Biden-era initiatives they could be fired at any time. The EPA sent a just-revealed email last week to more than 1,000 staff members who were hired within the past year on probationary status to work on climate change, reducing air pollution, and enforcing environmental laws.

According to The New York Times, the email states, “As a probationary-trial period employee, the agency has the right to immediately terminate you.”

The Times reported some of those affected include experienced federal workers who had taken up new assignments within the agency.

Is the EPA commenting on the potential cuts?

An EPA spokesperson declined to answer questions from the Times about the email, but did say Lee Zeldin, the agency’s new administrator, has a goal to “create a more effective and efficient federal government that serves all Americans.”

What will happen if EPA jobs get cut?

Meanwhile, the president of the American Federation of Government Employees Local 704, Nicole Cantello, told the Hill she’s concerned for the EPA’s future and she fears newer workers who have less than a year of federal service could be in jeopardy of losing their jobs as well, which could lead to losing one-tenth of its personnel.

“These people work on things like getting the lead out of pipes or enforcing environmental laws like the Clean Water Act and the Clean Air Act,” Cantello said. “They work on things like Brownfields, which turn contaminated land into usable land. They work on Superfund sites, which cleans up toxic pollution.”

“American people will really suffer if we don’t keep these people on the clock,” Cantello added. 

According to the EPA’s website, the agency currently has around 15,000 employees.

The Gulf of Mexico has one of the highest concentrations of plastic pollution in the world, a problem that one Mexican startup, Petgas, is working to address. Based in Boca del Río, Mexico, the company is converting plastic waste into fuel.

How much fuel can Petgas produce from plastic?

Petgas has developed technology capable of transforming 1.5 tons of plastic, approximately the weight of an average hippopotamus, into 365 gallons of fuel each week. This output is enough to power a car for around 9,125 miles. That is equivalent to crossing the United States at its farthest points three times.

How does converting plastic to fuel work?

The company uses a process called pyrolysis, in which propane heats plastic in an oxygen-free environment, triggering a chemical reaction that produces gasoline, diesel, kerosene and other fuels. While burning these fuels generates carbon dioxide emissions, the company states their reduced sulfur content results in 50% fewer greenhouse gases being released compared to traditional fuels.

To source plastic for the process, Petgas organizes collection drives to remove waste from nearby beaches and encourages community members to drop off plastic waste at designated collection points.

What happens next?

Currently, all fuel produced by the company is donated to the local fire department and food delivery services. However, Petgas envisions its methods one day contributing to a circular economy, where rather than discarding plastic waste into the world’s oceans, it is instead repurposed as a valuable energy resource.

“The future is being able to really take production to a scale that has impact,” Carlos Parraguirre Díaz, chief technology officer at Petgas, said.

Executive Order puts tariffs on Canada, Mexico and China

An executive order issued on Saturday imposes a 25% tariff on goods coming from Canada and Mexico, while China faces a 10% tariff. The move aims to close what’s known as the “de minimis” exemption, a provision dating back to the 1930s. The exemption allows goods worth less than $800 to enter the U.S. duty-free, benefiting companies that ships small packages.

Trump’s decision to end the provision is expected to have significant effects on the e-commerce landscape. By targeting Chinese companies like Temu and Shein, which have benefited from the loophole to offer products at low prices, the U.S. government is pushing for a more competitive environment for American retailers.

Explosive growth in ‘de minimis’ shipments

Experts said the “de minimis” exemption is attributed to the rise of budget Chinese retailers. According to Mary Lovely, a senior fellow at the Peterson Institute for International Economics, it’s not just Chinese companies benefiting from this trade loophole.

“U.S. logistics companies are also making money from these packages as are warehousing facilities in Mexico and Canada,” Lovely said. “So business had been built around these small packages.”

In response, companies like Amazon have also joined the competition, launching third-party apps like Haul, which allow customers to shop for cheap products directly from China.

U.S. Customs and Border Protection data shows a large increase in the use of the “de minimis” exemption. From 2015 to 2024, the number of qualifying shipments grew tenfold, from 139 million packages to 1.36 billion. Customs officials said the influx of foreign-made goods makes it more difficult to screen what’s inside, impacting national security.

Efforts to reform ‘de minimis’

The Biden administration also took steps to address the issue, proposing a rule to prevent Chinese goods subject to tariffs from benefiting from the exemption.

While Trump’s tariffs were initially set to apply to China, Canada and Mexico, a deal was reached with Mexico to pause the tariffs for one month. Mexican President Claudia Sheinbaum announced Monday, Feb. 3, she had agreed to increase security at the northern border and work with the U.S. National Guard to combat drug trafficking, part of the negotiations aimed at preventing the tariff increase.

President Donald Trump announced a month-long pause for tariffs on Mexico. The decision came following agreements on trade and security between Trump and Mexican President Claudia Sheinbaum.

What did Sheinbaum say about her call with Trump?

Sheinbaum addressed her call with Trump and referenced drug trafficking in post to X. She also noted the U.S. will work to prevent high-powered weapons from being trafficked to Mexico.

The 25% tariffs toward Mexico were scheduled to start Tuesday, Feb. 4 along with 25% tariffs on goods from Canada and 10% tariffs on goods from China.

Where does Canada stand with Trump?

As Trump and Sheinbaum made a deal, Canada’s Prime Minister Justin Trudeau also had a call with Trump early Monday. Trudeau’s office told CBC News they talked about trade and the border.

President Trump posted to Truth Social about his call with Trudeau and said they’re scheduled to talk again Monday afternoon. He also criticized him for not allowing U.S. banks to open or do business in Canada, on top of mentioning deaths in the U.S. from drugs going past the Canadian and Mexican borders.

According to the U.S. Customs and Border Patrol Protection, around 42 pounds of fentanyl were seized at the northern border in 2024, compared to around 21,000 pounds at the southwestern border. 

Trudeau announced his own retaliatory tariffs on U.S. goods Saturday, Feb. 1. He released a list of 155 billion Canadian dollars ($106 billion) of American goods that will face 25% tariffs if Trump follows through with his tariffs on Canada. 

“Part of what this council has been doing is pulling together perspectives from across industries, from across different parts of the country to make sure that anything we do will be fair right across the country,” Trudeau said. “That all Canadians will share in the job of standing up for our interests and, quite frankly, standing up to defend the most successful trading relationship in the world.”

Canada sends 75% of all its goods and services exports to the U.S. and Trudeau said the economy would be badly hit by Trump’s promised tariffs.

Panama promises to end key agreement with China amid US pressure

U.S. Secretary of State Marco Rubio warned Panama’s President Jose Raul Mulino on Sunday, Feb. 2, to curb reported Chinese influence over the Panama Canal. If Panama did not, The U.S. State Department said that the United States would “take measures” it feels are necessary to protect its rights under the Panama Canal treaty.

How is Panama responding?

Following the warning, Mulino promised to provide free passage for U.S. military ships through the canal and to withdraw from a key lending agreement with China, known as the Belt and Road Initiative. The initiative funds infrastructure projects in Latin American countries through Beijing.

However, critics argue, the funds leave poor countries indebted to Beijing and forces them to recognize Taiwan as part of China, effectively eliminating trade with Taipei.

U.S National Adviser Mike Waltz said the move is a “step in the right direction” but added that there are still further concerns about the canal.

Mulino also agreed to review some Chinese businesses in Panama, including Hong Kong-based CK Hutchinson, which currently operates ports at both entrances of the canal and is under a 25-year contract.

What’s the background on the issue?

Rubio said during his confirmation hearing in January 2024 that the contract underscores Beijing’s expanding influence in Panama and violates a neutrality treaty with the United States. Rubio alleged China’s operation of ports near points of entry could threaten the autonomy of the canal by allowing Beijing easier access to potentially shutdown the canal to U.S. ships.

“If these companies control both ends of that canal in a time of conflict, and the Chinese tell them, ‘Shut it down and don’t let them through there,” We’ve got a big, big problem. A big economic problem and a big national security problem,” Rubio said.

What’s the bigger picture?

Mulino’s promise comes as President Donald Trump continues to push for a U.S. takeover of the passageway. He continued that push on Sunday, Feb. 2.

“What they’ve done is terrible,” Trump told reporters. “They violated the agreement, and they’re not allowed to violate the agreement. China is running the Panama Canal that was not given to China, that was given to Panama, foolishly.”

Trump added, “But they violated the agreement and we’re going to take it back or something very powerful is going to happen.”

China and Panama repeatedly denounced Trump’s claims of Beijing’s control over the Panama Canal as false. Mulino has continually said Panama will not relinquish control of the canal to the United States or any other country.

“It looks like they’re entrapping people because they encouraged people to take these trainings … and are now maybe using these trainings as a basis to put them on administrative leave,” Smith told NBC.

The Office of Personnel Management took this step to align with President Trump’s executive order to eliminate DEI programs in the federal government. The president described DEI as illegal and said he wants to focus on merit based employment. 

An October 2019 email obtained by NBC revealed the program was a two-day voluntary training called “Diversity Change Agent.” It was described as “essential” to helping the department reach its diversity and inclusion objectives. 

“Graduates of this course are expected to serve as role models, spending some of their official duty time performing activities designed to improve the Education Department’s capacity to attract and retain a diverse workforce,” the email stated. “This effort is essential to sustaining a clear and effective Department-wide program.”

The affected employees will receive their full pay and benefits but they will not have access to their email or other work-related communications. The employees include attorneys, public affairs staff, loans regulators and special education professionals. 

Throughout the campaign, President Trump said he wants to close the Department of Education and give individual states more control. Smith believes the Trump administration could be trying to pressure department workers to leave their jobs. 

“I think it is shock and awe. They’re trying to send us emails that make no sense and are super confusing to intimidate us or to make us run scared so we quit,” Smith said. 

According to Smith, there are dozens of employees at the Departments of Education and Energy who have been placed on leave but did not specifically work on DEI initiatives.

“It will definitely happen with the European Union. I can tell you that because they’ve really taken advantage of us. And, you know, we have over a $300 billion deficit,” Trump said. “They don’t take our cars, they don’t take our farm products. They take almost nothing and we take everything from them. Millions of cars, tremendous amounts of food and farm products.”

“It’s an atrocity what they’ve done,” Trump added. 

According to U.S. Trade Representative data from 2022, the U.S. imports about $200 billion more in goods from Europe than the U.S. exports to Europe. That would be a $200 billion goods trade deficit.

When you add services, the deficit goes down to $130 billion.

Trump’s EU warning comes after he signed executive orders to put 25% tariffs on imports from Mexico and Canada and 10% on imports from China. He tied tariffs on these three countries to the fentanyl crisis and immigration.

But, Mexico is already off the hook, at least for now. 

Trump announced Monday, Feb. 3, he is putting an “immediate pause” on Mexico tariffs after Mexican President Claudia Sheinbaum agreed to send 10,000 soldiers to the border to prevent drug trafficking and illegal immigration. 

The pause is for one month while leaders on both sides negotiate. 

National Economic Council Director Kevin Hassett denied this is a “trade war” on CNBC, Monday morning, while Canada’s fate is still up in the air.

“This is 100 percent about a drug war, it’s 100 percent about fentanyl,” Hassett said.

President Trump is expected to speak with Canadian Prime Minister Justin Trudeau Monday. 

Meanwhile, the EU is vowing to stand up to Trump’s tariff threats.

French President Emmanuel Macron said Monday that Trump’s promise is “pushing the EU to be more united and more active to respond to issues of collective security.”

The bloc’s foreign policy chief said there will be “no winners in a trade war.”

How many guards will Abbott provide?

The new agreement would grant soldiers the authority to conduct roving patrols and fulfill the duties of an immigration agent, provided that they are accompanied by a federal immigration officer or Border Patrol agent.

According to Newsweek, this new authorization adds about 3,000 Texas Army National Guard soldiers to the ranks of those now assisting the federal government in immigration enforcement.

What else has Texas done to assist the Trump administration?

Back in January, Abbott signed five executive orders directing state agencies to assist the Trump administration in deportation efforts.

The partnership mandates state agencies to assist federal officers in carrying out these duties.

It also requires agencies to help build barriers along the border with Mexico, share intelligence on organizations such as Mexican drug cartels and identify detention facilities to house migrants believed to be in the country illegally.

Casualties reported as fighting continues

Palestinian officials said at least 25 people have been killed since the operation began on Jan. 21, including nine members of armed groups, a 73-year-old man and a 2-year-old girl. The Israeli military claims it has killed more than 35 militants and detained over 100 individuals.

Israeli airstrikes also targeted the nearby city of Qabatiya, striking what officials described as a terrorist cell preparing an attack. The strike reportedly caused secondary explosions, indicating explosives were inside the targeted vehicle.

Military operations expand beyond Jenin

The Israeli military has expanded its operations beyond Jenin, with security forces now moving into other West Bank cities, including Tulkarem and Tamun. Officials said the military seized dozens of weapons and neutralized hundreds of explosive devices in the region.

The Palestinian Authority is calling for an emergency United Nations Security Council meeting and urged the United States to intervene. Hamas, which governs Gaza, called for increased resistance against Israel following the latest demolitions.

No timeline for withdrawal

Israeli officials say security forces will remain in the area until all objectives are met but have not provided a timeline for the operation’s end. The situation remains volatile as both sides continue to accuse each other of escalating violence in the region.

On Saturday, Feb. 1, the FBI Agents Association, which represents bureau employees but is not a union, issued a statement saying they believe the move is meant to force agents to resign.

What should agents do?

The Association’s statement said some people have already started to “pack up their desks.”

However, the association told agents worried about possible termination, “Do NOT resign or offer to resign. While we would never advocate for physical non-compliance, you need to be clear your removal is not voluntary.”

What’s the Trump administration saying?

In a message to FBI staff on Saturday, Acting Director Brian Driscoll said agents do not pick the cases they are assigned to work on and that merely working on a controversial matter is not evidence of misconduct.

“Let it be absolutely clear that we do not view anyone’s identification on one of these lists as an indicator of misconduct,” Driscoll added.

POLITICO REPORTS THE SURVEY INCLUDES DROP-DOWN MENUS INQUIRING WHETHER THEY HANDLED ARRESTS, LED OPERATIONS, TESTIFIED IN TRIALS OR WERE ASSIGNED AS CASE AGENTS TO THE ROUGHLY 16-HUNDRED DEFENDANTS WHO WERE CHARGED.

THE ORDER ONLY HEIGHTENS FEARS OF MASS FIRING AT THE F-B-I UNDER THE TRUMP ADMINISTRATION.

ADDING HE WANTED TO BE QUOTE “ABSOLUTELY CLEAR” HIS OFFICE DOES NOT VIEW “ANYONE’S IDENTIFICATION ON ONE OF THESE LISTS AS AN INDICATOR OF MISCONDUCT.”
