[LAUREN TAYLOR]
NEARLY A DOZEN SHIPS ARE STUCK AT THE PORT OF BALTIMORE.
BEHIND THE WRECKAGE OF THE DEADLY FRANCIS SCOTT KEY BRIDGE COLLAPSE.
FOUR OF THE SHIPS NEED TO BE READY TO SET SAIL ON SHORT NOTICE TO PROVIDE SUPPORT TO THE U.S. MILITARY.
IF THE CALL WERE TO COME TODAY, THOSE SHIPS WOULD NOT BE ABLE TO ANSWER.
THE VESSELS ARE PART OF THE U.S. MARITIME ADMINISTRATION’S READY RESERVE FORCE USED TO DELIVER VITAL CARGO TO U.S. FORCES OVERSEAS.
IF A CONFLICT LIKE THE GULF WAR WERE TO HAPPEN NOW, THE U-S MILITARY WOULD CALL ON COMMERCIAL VESSELS TO ASSIST.
TWO OF THE READY RESERVE SHIPS STUCK IN PORT ARE AMONG THE FASTEST CARGO SHIPS IN THE WORLD, ACCORDING TO THE MARITIME ADMINISTRATION
THE OTHER TWO ARE STILL UNDERGOING REPAIRS. EVEN IF THE PORT WERE OPEN, ONE SHIP MAY STILL BE IN A “REDUCED STATE OF READINESS.”
THERE ARE FOUR-DOZEN SHIPS IN THE READY RESERVE FLEET STATIONED AROUND THE COUNTRY.
THEY NEED TO BE READY WITHIN FIVE-TO-TEN-DAYS OF A CALL OVERSEAS.
AS SHIPS AGE, ARE SOLD AND REPURPOSED, A REVAMPING IS IN THE WORKS.
AN OFFICIAL WHO RUNS THE FLEET, SAID HE EXPECTS NEW VESSELS IN THE FORCE SOON. IN TOTAL, IT WILL INCREASE BY FIVE SHIPS. WHEN NEW AND RETURNING SHIPS JOIN THE MIX.
THE VESSELS ALSO REQUIRE A LOT OF PEOPLE, AND ARE EXPENSIVE TO OPERATE, BUT THE READY RESERVE FORCE HASN’T BEEN ACTIVATED MUCH SINCE DESERT STORM
WHEN IT COMES TO THE PORT OF BALTIMORE, SOME CHANNELS ARE TEMPORARILY OPEN.
BUT THEY’RE TOO SMALL FOR BIG SHIPS.
SO, THESE SHIPS WILL HAVE TO WAIT UNTIL MORE DEBRIS GETS CLEARED.
STORMY CONDITIONS HAVE ALSO THROWN A WRENCH INTO CLEANUP AND RECOVERY EFFORTS. MURKY WATER HAS MADE IT DIFFICULT TO SEE, FORCING OPERATIONS TO BE DELAYED.
ENGINEERS SAY THE PORT SHOULD HAVE TEMPORARY ONE-WAY TRAFFIC BY THE END APRIL.
BY THE END OF MAY, THE U.S. ARMY CORPS OF ENGINEERS SAYS THEY PLAN TO REOPEN THE CHANNEL COMPLETELY.
OTHER THAN THE MILITARY SUPPORT VESSELS, THE SHIPS STUCK ARE CARRYING ITEMS RANGING FROM OIL TO VEHICLES.
