THE MAN, WHO APPARENTLY WANTS TO REMAIN ANONYMOUS, SAID HIS GOAL ISN’T PERSONAL PROFIT, BUT TO SEND A MESSAGE TO CITY LEADERS ABOUT SPENDING TAX-PAYER MONEY FOR AN EVENT THAT WILL HAVE LITTLE IMPACT ON CRIME.
