LAPD: No probable cause to charge man with blowtorch in LA fires

A man named Juan Manuel Sierra-Leyva was arrested near the Kenneth Fire in Los Angeles while allegedly wielding a blowtorch, as reported by eyewitnesses in posts to social media. The Los Angeles Police Department stated there was no probable cause to charge Sierra-Leyva with arson, according to Fox News correspondent Bill Melugin.
California’s sanctuary state laws may prevent ICE from detaining Sierra-Leyva, despite a request from ICE, as mentioned by Melugin. Community members intervened and made a citizen’s arrest before police arrived, according to witness Renata Grinshpun.
