CALIFORNIA LIFELINE OFFERS A DISCOUNT FOR MONTHLY CELL SERVICE AND CONNECTION FEES FOR LOW-INCOME RESIDENTS.
CURRENTLY, A SOCIAL SECURITY NUMBER IS NEEDED TO QUALIFY… BUT THE NEW PROPOSAL AIMS TO REMOVE THIS REQUIREMENT.
ADVOCATES ARGUE THAT ESSENTIAL COMMUNICATION LIKE THE ABILITY TO CALL 911 IS A MATTER OF PUBLIC SAFETY… AND THAT UNDOCUMENTED IMMIGRANTS ALREADY CONTRIBUTE TO THE PROGRAM THROUGH PHONE SERVICE SURCHARGES… MAKING IT FAIR FOR THEM TO BENEFIT.
OPPONENTS SAY THEY WORRY UNDOCUMENTED IMMIGRANTS WHO HAVEN’T CONTRIBUTED TO THE SYSTEM WOULD RECEIVE A TAXPAYER-FUNDED SUBSIDY.
THE VOTE COMES AS MANY DEMOCRATS UNDER POLITICAL PRESSURE, INCLUDING VICE PRESIDENT KAMALA HARRIS, ARE SHIFTING RIGHTWARD ON IMMIGRATION ISSUES. CALIFORNIA GOVERNOR GAVIN NEWSOM CAUTIONED STATE DEMOCRATS TO TREAD LIGHTLY ON ISSUES THAT CAN BE USED AGAINST THEM BY REPUBLICANS.
UNDOCUMENTED IMMIGRANTS WOULD STILL NEED TO PROVIDE OTHER FORMS OF IDENTIFICATION, LIKE A FOREIGN PASSPORT OR DRIVER’S LICENSE, TO QUALIFY FOR LIFELINE.
CALIFORNIA’S PUBLIC UTILITIES COMMISSION IS SET TO VOTE ON THIS PROPOSAL SEPTEMBER 26.
